The Canadian Postmasters and Assistants Association (CPAA), is the bargaining agent and the voice for indoor postal workers in rural Canada. CPAA has long fought against the closure of rural post offices. In the 1990s CPAA was instrumental in lobbying the government of the time to implement the Moratorium on Post Office closures that is still in place today.

Despite the moratorium, Canada Post Corporation continues to close post offices. The loss of a post office has a significant, detrimental impact on the identity and legal status of a community. Canada Post attempts to convince rural residents that a franchise outlet or community mailboxes are just as good as a post office.
